  1. I can't improve on what David S said, nor can I beat his number of semi colons in a single sentence.

  2. The Congestion charge is a daily Monday to Friday charge levied on all private cars entering the central London area.

    Designed to encourage people to use the vast amount of public transport that runs into central London, and therefore reduce pollution and congestion  in that area's narrow streets;

    most of the profits from the charge are invested in public transport; this has resulted in a almost a doubling in the number of buses on the road in the London area, with an impressive increase in ridership; some of the more run down and over crowded suburban rail lines have recently been taken over by 'Transport for London' under the 'London Overground' name; these will have new trains and more frequent services with one line being extended too.
