What Kind Of Garter Snake Is This And Where Can I Get One?

My friend wants a snake like this, anyone know the name and any breeders? I've been looking everywhere (online and around my area) for one. We don't need it now, in a few months. I just want some breeders who breed Garters yearly please. I don't need a care sheet, I know how to take care of a garter and I have a lot of time to research.

I think they are called San Fransico Garters? Is that right?

It is a San Fransisco Garter Snake, but if i'm not mistaken, they are endangered so it would be incredibly hard to find one.
