What do you mean by "the best?"  This isn't a straightforward issue, since none, that I know of, just give out lots of free money.  For example, my law school gave out a generous scholarship for someone who had a good background in, and desire to focus on, public interest law.  They also gave out scholarships to the people who had the top 10% of grades after the first year.
