Root Beer already has foam because of Carbination. I imagine it is the mixture between the ice cream and the root beer.

Foam is a collection of tiny bubbles.  Bubbles are full of air.  Air is lighter than root beer.

It's the chemical reaction between an acid (rootbeer) and a base (icecream).  So when you mix the two, you get foam.
