What NBA team has made the best off-season moves so far (trades or free agency)?

Philadelphia has made the best of it's offseason. They are now a major contender in the East. They were a good team without Elton Brand, and now they've strengthened their bench with Kareem Rush and Royal Ivey. But now they're a team to be afraid of.

I'd have to say Philly signing Brand was the best move so far this off-season.  That move alone should make them a contender for the 3 or 4 seed in the East, if not higher.  

I also like the move to get Artest, but there are a lot more things that can go wrong with that team.

The Ws have transformed their team as much as anyone, but not necessarily for the better.  It should be interesting to see how the team meshes next year.

The Artest deal is good if it is just Donte Greene and Bobby Jackson. Greene might be a future great player but the Rockets are in a win now mode with T-Mac and Yao Ming. Also Brent Barry acquisition will pay dividends in the playoffs and also 3 pt shooting although it will be shadowed by the Artest acquisition.

Sixers stole Brand and they really improved their team vaulting to the top four in the East arguably vying for an Eastern conference title

The Posey acquisition is really underrated but it is definitely a significant move to acquire a veteran player who brings championship experience (vastly underrated) and timely 3 pt shooting. And bolsters the bench.

Possibly Toronto as fourth best considering the O'Neal trade. Health remains a key issue. the last four seasons he missed approximately 124 games out of 328 games regular season.
