The north and river systems connected to the hudson bay produce the most hydro power as all the water runs to the Bay. In this area the most developed hydro power would be Quebec as the James Bay project(s) have created several hydro stations and are able to export excess hydro to the states.

Manitoba and Ontario also have significant hydro production.  What they all have in common is the rivers and lakes of the Canadian Shield around Hudsons Bay.  The rivers are turbulent and fast because of the terrain of the Shield (lots of rapids) and are good for damming.
