Yes Alex, they do have a value menu at 99 cents for many items....remember they are franchised, so your local Taco Bell might not, but many do.......

They don't have a 'dollar menu.'

But I totally like the double decker more.  

Did you ever try the spicy shredded chicken thing?  It's amazingly good!
