Most roses bloom in the spring, but it depends on the variety of rose you are talking about.  The OldWorld tea rose blooms once in the spring whereas most hybrids spread their blossoms out over the spring and summer and into fall depending on the USDA zone they are in.

I live in Wisconsin and my rose bushes started blooming about two weeks ago and are continuing to bloom like crazy. I think it all depends on where you live. I have never seen a rose bloom in the spring in Wisconsin.
