that is being proposed by the Lisbon Treaty. Would national governments still be able to set the rules for immigration with just a few basic common EU policies or would the EU be determining who is coming in?

  1. EU law supersedes national law where there is a shared legislation responsibility. Where the EU is silent on a matter national legislature may legislate.  Even if there is a EU law a contrary can deny an immigration on public policy, public safety, and public health.  I do not believe at this point the EU would get to the point of where they start setting immigration levels and rules for the new Tier system. Instead I would suspect they would make laws in regard to how long an application could wait before a decision is made or the conditions on which an application could be denied.

  2. policies and treaties wont make any difference, they will still keep alowing the scum to come to btitain and get free hand outs

  3. Never happen.
