What advice could be offered to countries that are trying to establish a democratic government?

I'll keep this simple.  If I had to offer just ONE piece of advise, it would be to make corruption a very, very serious crime.

The only reason Mexico is poor is due to corruption:  bribery, crooked politicians and judges, government officials on the take, etc.  By all accounts, Mexico should be richer than Canada, but rampant corruption prevents it from making progress.

That is it in a nutshell.  Cut out corruption in government and the private sector.  Make taking and offering bribes and other unlawful activities a very, very serious crime, and a lot of other problems will never arise.
