  1. Usually 16. But its different in every state.


  2. When you can prove in a court of law that you can either provide for yourself or have someone to legally provide for you or when you turn 18.

The answer to your question is controlled by the law of the state of your parent who is your primary caretaker if there is divorce order granting custody of the child(ren).  If no divorce the state of domicile of your parents.  Just look it up in your state's code.  I would not think a lawyer would be needed to for a research of the question.  Most law is state based.
