What age do you have to be to check-in to Oasis Cancun?

I want to book a trip there but no one will be 21 or older so I'm not sure If we should book yet. I tried calling the hotel but it won't work so i was hoping someone could answer it for me.

Check-in age is 18. Guests 18-23 will be required to purchase insurance for US 25 dollars per person.

since its Mexico if everybody is 18 or over it should be fine but double-check online or try calling again :)
