  1. You will get a better response to your question if it is posted in "Pets".  Most small, male dogs are able to successfully mate by the age of 1 year.

According to the Cavalier King Charles Spaniel Club, USA,  web site, "Most Cavalier breeders [have] owned Cavaliers for years, first as pets, then as show dogs before attempting to breed them."  The reason for this is that these toy spaniels suffer from a number of severe genetic diseases.  Accordingly, breeders who breed for health supply heart, hip, eye, and patella clearances for breeding sires and dams.  Breeding protocol also calls for parents that are at least 2.5 years old and grandparents who are heart clear until age 5.
