I'm guessing both those magazines are aimed at the same age group.  Seventeen is probably for ages 13-20.  I'd say nearly the same for Cosmo girl, maybe even 12 yrs-20.  It's hard to say because it gets overlapped with age by the regular Cosmo, which most girls are reading already by the time their teenagers anyway!
