I would say under 18, it looks like a kiddy dress up purse,it's proably expensive and you will tire of it and regret spending the money on it . It might get you laughed at,unless you don't care what people think. It's your money,I have bought some stupid looking stuff in my time.

18 to 27 too promiscuous for underage and too childish for anyone older than 25. If you take off the stupid lettering yo could go up to 35 and down to 15.
