You can get a work permit at 14 but very few places will hire you because of childlabor laws, you have a better chance at a job at 16 or atleast 15 (you can bag groceries then).  Some places won't even think about hiring a minor because of the labor laws though (can't work to many hours, have to be off by a certain time because of curfew, can't run certain machines....)
