What do you mean by "get someone into the US"?  As their employer for a temporary work permit, or just for a business-related visit?  As a spouse?  Or fiance?  Or a tourist for a visit/vacation?  Who do you want to bring in, for how long and for what purpose?  Those will determine the proper procedure -- or if you can do it at all...

If you are a boyfriend tring to bring in a girlfriend, forget it.  Your "invitation" for a tourist visa will stink of marriage fraud to immigration officials as so many people try to short-cut obtaining a fiance visa by getting a tourist visa to marry.  Tourists have to provide their own round-trip plane ticket and prove sufficient funds for all the "typical tourist" expenses (hotel, restaurants, sightseeing, etc), or else they have a problem.
