It's a narwhal and it's found in the Atlantic and Russian areas of the Arctic. I don't know where that specific picture was taken but there's a copy of it in the article on narwhals on wikipedia.

It's a Narwhal, a type of whale.  They live around the arctic ocean, so the country is probably Greenland or Russia.  For more info, see the Wikipedia link below.
