Those who never made it this far in the process of evolution would qualify for that description, but I have to say that humans are even dumber than that. We are destroying our home planet because we are too frightened to lose money if we stop doing it.

the animals that are the dumbest would have to be armadillo. This is scientifically AND practically true, as they have one of (if not the) smallest brains, and continually run in front of cars. Also, the only defense armadillos have is to charge. The only thing they are good for is hats... haha.

Worms and fish are just food to me but I was surprised to discover the skull of a cow on the farm here. The bones were  20 inches long but I couldnt find the brain cavity. The little hole at one end was the size of an orange. The spine was attached there earlier. It is the primative brain cavity as we once had . Even a goat has the two lobes in the skull much like a cat or dog.  We have the largest lobes sitting on top of the medula or small auto brain . Be careful because every nerve travelling to the spine goes through the auto brain to get into the spinal cavity . What would happen if the medula could access these main nerves?

many animals dont even have a nervous system... the  first sign of a central nervous system is evident in mollusks (octopus, squids, cuttlefishes)... so any organism that are simpler than them can be literally called to be brainless... so insects, worms, flat worms, lancets, jelly fishes, sponges, corals etc...

out of them.. probably sponges/corals have to least developed nervous system.
