Would like to know legal steps are needed once protoype has been created for a board game that is planned for retail sales.

  1. There is no real approval process, in that you don't need anyone's permission to develop, market and sell a board game.  You may want to apply for a patent, but the important process to complete is to find someone with the money who is willing to back you until the cash from actual sales starts rolling in.
