  1. First rule for all strokes is NEVER push off the bottom of the pool or pull on the lane line.  Leads to a disqualification (your time won't count)

Second, for butterfly and breastroke do a two hand touch, other was its another DQ

Third, don't go dive in at the start of the race before you hear the beep.  Some competitions have a two start rule, but I think they have gotten rid of this except for summer league.

Fourth:  In backstroke you must remainly mostly on your back except for the flip turn.

Fifth:  For butterfly and breastroke do not do a freestyle(flutter) kick.

Those are only a few of the rules, butterfly and breastroke have a lot more rules than freestyle and backstroke and it would take a while to write all of them.  If you break any of these rules it leads to a disqualification.

Below is a link of the USA swimming rule book.  Hope that helps some!

  2. I don't know what rules you might be looking for but to me some good rules would be

never swim alone and never swim while intoxicated by drugs or alchohol

if you break the first two you could end up like william shatners wife, floating face down and dead.
