I hate questions like this.  It's way to hard to answer as there are a ton of 4 star 1900 atk points monsters.  I'll do my best, but, I'm only giving names and it even begin to scratch the service of all the monsters out there.

Vorse Raider, Gemini Elf, Dark Elf, Gene-Warped Warwolf, Skilled Dark Magician, Insect Knight, Luster Dragon, Gigantes, Beast King Barbaros (8 star monster, but can be normal summoned without a tribute and atk becomes 1900), Goblin Attack Force, Goblin Elite Attack Force, Giant Orc, Zombyra the Dark, Arsenal Bug, Axe Dragonute, Gaia Soul the Combustable Collective, Infernal Dragon, Nuvia the Wicked, Panther Warrior, Alien Shocktrooper, Harpie Queen, Elemental Hero Captain Gold, Mystic Swordsman Lv4, Slate Warrior, Spear Dragon, Thunder Nyan Nyan, Warrior of Atlantis

That's all I got.  I should note that I got all of this from the World Championship 2008 game so some of the cards might not be out in real-life yet.
