I would think their target customers are the people who like their food. Although a good portion of them seem to be Filipino. I've eaten there once, it was pretty good.

they're for filipinos. it's like second to mc donalds i think in the philippines.

They are part of a group of three chain restaurants that is of Philippine background.  This restaurant is more of a fast food layout which seems to specialize on fried chicken.  The other two are a bakery and a full service restaurant called Max's of Manila.  The specialty there is a chicken dish that seems to be broiled.  Often you will see two or three located near each other.
