    Who

    Why .

Think about how  each of those thoughts /words helps to get to the truth and helps to develop a quick impression of the situation.

A well organized  and trained 911 system has a set of questions that are designed to develop information quickly and they vary, depending in the set of circumstances that are being presented.

While the call taker is getting the additional information from the caller, the dispatcher is putting out a "crime in progress " call to the  nearest available car, and asking for others to back him/her up at the scene.  Smart Police departments do not let officers not in uniform respond to such calls to prevent accidental Police shootings by other officers.

  5. The questions would depend on the type of call. However, Dispatcher's are trained to ask the following on all calls:

    #1. Where?

    #2. What?

    #3. When?

    #4. Who?

    #5. Why?*

    #6. How?*

    *would vary by call

Dispatcher's are trained to ask where and what first, so in case the call is disconnected, they have the location and what's going on, and they can fill in the rest later.
