  1. The people who form the major portion of any group or organization, excluding the leaders:

    “The rumors of corruption at the top disturbed the party’s rank and file.”

    This phrase comes from military usage, where enlisted men march in ranks (close abreast) and files (one behind another), whereas officers march outside these formations.


  2. People who are swayed by political ads.

  3. The ordinary people who decide the elections after all the propaganda has been spewed.

  4. I guess you could say one of two things:

    They vote based on the usual qualities i.e. points of view and such

    Or they vote for the same party over and over again without thinking.

  5. The ones who only matter on election day.  The ones that can be ignored as they are not "Our kind of people", until you have to promise them candy to get their vote, before going back to ignoring them
