Temp files are temporary files a program creates for short term use.  Such programs sometimes forget to clean up when they leave.

It's usually safe to get rid of them.

Temp files are downloaded to your computer when you visit a website. It keeps your computer from taking so long to load each site. So for instance it will store some things from Yahoo such as the icon, and the pictures that show up on every page etc. When you delete them, there's more room on your computer but you will notice that sites that you have visited often will load more slowly at first.
