What are a few counter-type martial arts?

I know Wu Wei Gung Fu focuses on countering but there are no schools in SF.

   A fist is a fist.  If you are trained by a legitimate teacher, then you will learn how to defend yourself; if you are trained by a fraud, you will be a flying mistake at any speed.  Research the teacher, and if he is good, if he produces students who are disciplined and skilled, ones not given to showing off and causing fights, students who handle themselves as examples of good people, then you have found a good school.
