Its hard to really answer this question because, in hexidecimal notation, theres red, green, and blue input to make a certain color. It might be a combination of half green, half blue. So is it techincally blue?

You may say no, its teal. Another person might say, yes thats half blue so thats blue and another person might say its neither green nor blue. Its all opinion, really.

Just to tell you blue is a clour but the different types of blue is eather tints, or shades.

Not all of them have specific names, as that would not be possible since colors are infinite. Like numbers, the smallest variation makes it totally different. Here are a few though:
