If you're talking about the wings, they are Winglets.  They create an artificial "thrust" and just use the vortex generated at the tips of the wings into a form of usable energy.

blade tips are exactly, what it implies. They are the tips of the blade(the fan) which sucks in air into the jets propulsion system. Also the term can apply to the blades on a prop as well.
