What are cables for tires to use during snow and ice?

a cabbie told me about these to use for snow and ice ....any ideas?

cables are not to be confused with chains. cables are used to free your car  and once free you could drive slowly with them but not recommended. chains on the other hand are meant to be driven on ice and snow at low speed. they make a rough ride and if not properly installed can be very hard on your fender.
