Competition yellows are waved when there are potentially unsafe conditions whether it be weather (wet track) or cosmetic changes (newly repaved or reconfigured track) or in the case of the Brickyard race, equipment (bad tires).  Nascar will determine to wave the yellow after a set number of laps to evaluate the conditions and then decide what course to take from there.

  3. In a competition caution, NASCAR throws the caution with out a wreck or debris on the track.  It is for safety because the tires wear out too quickly, which can cause massive wrecks and endanger lives.
