  1. The only decals I know of are rub on transfers. The image is printed on a paper and you use a popsicle stick or something like that to rub on the backside of the page..which puts the image where you want it.

  2. In looking at what is offered under this name, it appears to be a cross between a sloppy use of language and trying to get an idea across.

Traditionally, a decal is ink printed on a very thin film backing that has water soluable glue holding it to paper, so that when the paper plus decal are soaked in water, the decal can be slid off onto a clean surface and it will stick.  Not water safe, needs covering.

Traditionally, a sticker is opaque material with a sticky adhesive and it is applies by peeling off a protective backing and applying to a clean surface.  Usually plastic so water resistant.

It looks like the people selling "decal stickers" are thinking of the shape (die cut) and transparency of the decal along with the plastic and durability of a sticker.

There may also be a new technology with clear adhesive and film like the labels put on drink bottles where the plastic is so thin it looks like the bottle is printed until closely examined.

So it is stickers that look like decals.

Rub on transfers are something else completely.
