  1. Just guessing, but perhaps a migrant pest is one that is just passing through on his way to  his breeding grounds (like Canada Geese do in the spring), while a potential pest could be one that might take up permanent residence once he arrives?


  2. Why the urgency ? I'm an entomologist, but it's been a long time since I dealt with insects. This answer I provide is partly from my previous knowledge base and partly from guessing.

    Potential pest - an insect species that is not yet a pest of a certain crop, but can very well become a pest of this crop because it is known to feed on plant species similar to the crop concerned. For example, an insect species that feeds traditionally on wild grass species, can easily become a pest of wheat or paddy because both these crops belong to the grass species. Outside of insects, plants and animals too can become pests in this way when conditions so present themselves.

    Migrant pest - This is when an insect, plant or animal species becomes a pest when introduced into another geographical location which does not have a predator species to keep it under control. Australia is a classical case where many introduced species of plants and animals have become pests  due to the fact that Australia did not have predator species to keep these new species under control. Thus the rabbit, fox, cane toad and others are migrant pests of Australia. Sometimes this occurs accidentally, as when some wild grass seeds that have come in with a wheat consignment take hold in a new location and become pests.
