Plain Bleach and a scrub brush.  If you are talking about something that is say, 6 ft round, with water in it, I think you could use a pail of water (1 or 2 gal. of water) and about 6 to 8 oz of bleach - just dip and scrub.  No rinse needed.



I have in-ground vinyl lined pool, I use household bleach to both clean and sanitize.  And it kills the algae, which is what makes a pool feel slimy.



How much to use is a good question, there is a calculating for gals. (http://www.poolcalculator.com/) for my pool and I am not certain if you can adjust the on-line calculator to a little pool but it really has helped me.
