What are ethanol subsidies? (Would New Mexico approve of these?)?

Ethanol subsidies are payments to either producers, suppliers or end-user to help them produce or  encourage consumption of ethanol based items.  I bet New Mexico would not approve of subsidies like these to encourage alternative fuel strategies for users in the state.  Conservatives oppose them and New Mexico is a Republican dominated state.
