you are probably talking about Eevee and his evolutions

go see the source for stuff on eevee

if you are talking about E.V. as in effort values.. those are hidden stats in the game that help make your pokemon grow stronger in whatever area you are training him in.. such as if you want them to be fast, beat up a bunch of fast pokemon that give you speed EVs and for every 4 EV points you get you get +1 to the stat you are training in

(up to a max of 255 points per stat and a total EV limit of 510 points between all stats)
