  1. That is way to ambigiuous to answer. Be more specific. Evaluation of teachers? Students? Standards? Textbooks? What do you need to know?

All evalaution should have a purpose specific to what is being evaluated.  Curriculum evaluation would focus on the content and process used in the curriculum.  Teacher evaluation would focus on multiple factors, such as teacher's abiity to create a classroom environment conducive to learning, ability to manage a classroom full of students, and ability to communicate the knowledge and skills being taught.  There are other factors, of course.  

    In terms of whole schools, organizations such as the Southern Association of Colleges and Schools (SACS) do a thorough evaluation of all schools accredited by SACS at various intervals.

    Evaluation can for formative (testing how well you're doing as you go) or summative (testing how well you've done at the end).

    Evaluations should be realistic as possible to give them validity.  Paper and pencil tests could not assess how well a teacher performs while he/she is teaching, for example.

    Evaluation is essential to improving performance.  How do you know what to do next if you do not know what you've already accomplished?   Whole texts have been written just on evaluation.
