If you would like your child to interact with other children, then I'd recommend a site called ClubPenguin.com. I went there when I was a kid and there is safe-chat. Disney now owns it so it is assured that it will be safe. I set up an account for my nephew around a month ago. Your kid should also be able to have fun at cartoonnetwork.com. If you want your child to learn then you can have them go to mathisfun.com, coolmath4kids.com, or funschool.com. Many others out there. Hope this helps!
