  1. A lot depends upon the sport, and if it is one child or a group (like cub scouts). You can have them decorate their favorite ball with colored permanent markers. They can decorate their sneakers too. They can make a pinata of a football or other ball (needs baloon, newspaper, flour and water). They can look through sports magazines and cut out pictures, then decopage the pictures onto something. They love to make rubber band balls too.

  2. Take 2 wooden craft sticks (a.k.a. Popsicle sticks) per kid and turn them into pompons for the kids to shake at a sports event.  Have streamers already cut from crepe paper, about 6" or 8" long and about 3/8" to 1/2" wide.  If they're too wide, they won't shake well; if they're too narrow, they will tear when you glue them.  Glue a dozen or so to the last inch of each craft stick.  Be sure to put some on each side.   Wrap a short strip around the base of the glued-on strips and glue it in place.  Let the glue dry overnight, and then each kid has a pair of pompons to shake.   Write the kid's name on the craft sticks in permanent marker.  If you use water-based marker, it WILL come off on their hands, I guarantee you.

If you buy the flat-fold crepe paper (not the roll) you can cut your strips with a paper cutter.  Don't unfold the paper before you cut.  This makes it go a lot faster.
