  1. Probably the most direct way to become an astronaut is to join the Air Force.  Or you can apply to the astronaut training program as a scientist, engineer, or even a K-12 teacher as long as you have a few years experience.  Aerospace engineering and astronomy are very different fields.  I don't know much about aerospace, but I'm doing a PhD in physics for astronomy, so I can help there.  If you want to get a degree in astronomy, you really need a PhD if you want to get a job; there's not much you can do without it.  Major in physics to go on to a PhD program in astronomy or astrophysics.  Pretty much every school offers a physics degree.

  2. North Carolina State University, Princeton, MIT, and Virginia Tech all have aerospace engineering programs. All of these universities are on the east coast. Also, if you need the exact requirements for each university, visit their websites or go to http://collegeboard.com/. As for astronomy, Princeton has an Astrophysical Sciences department in which they offer an A.B. and P.h.D. So, if you are up to it, I would suggest going for Princeton. Hope I helped!
