  1. Figure skating blades are  made of tempered steel, coated with a high-quality chrome. Lightweight alloy blades are becoming very  popular among  high-level skaters.

The blades are about 3/16 inch (4 mm) thick and may have a slightly tapered cross-section

I don't think they can be titanium

  2. There is a website for a company called Titanium Beach that was putting out a semi-custom blade called "Pegasus" - made of a titanium alloy.  But as the updates are "old", I don't know if the company or the (expensive) product ever really took off.

Most blades are made from steel that vary in carbon content, depending on the blade being manufactured (higher/better grade steel for more "advanced" blades).  After the different blade "parts" are joined together, it is then chrome plated.  You can read here on the process:

Paramount blades are machined with one solid piece of aluminum and a high-grade stainless steel runner.  They say it's lighter but stronger than the traditional blades (and requires less sharpenings).

I don't know much about this company, but it claims it's the only company that constructs figure blades entirely of stainless steel.  http://stepskates.com/stepskates.html

    Hope that helps!
