  1. Windy.

  2. Ideal, clear skies, wind in the 10mph range N-S direction is best, that way the kite won't be in the sun.

Now, the wind range also depends on the type of kite you're trying to fly and also what material it's made of.  Some kites require stronger wind others need less.  Some kites actually won't fly if the wind is too strong.  Flat kites with no tail won't fly if the wind is too strong.

Another major factor is the flying field.  Avoid areas where there are trees, trees block the wind and causes the wind to swirl.  Beaches are perfect for this, the wind is always clean there.

  3. It should be windy, and not rianing or anything.
