Of course, it all depends on how many people apply, but it is 100% likely that you will not be selected if  you do not apply.

First of all, the DV program is not owned or operated by USAFIS, although they do sometimes give that impression. The entries are free and are run strictly by the Department of State. Given that some 6 or 7 million people enter each year and only 50,000 will actually receive visas, you can see your chances against the other entries worldwide are less than 1%. That can vary a bit from country to country as no more than 3,500 can win from any one country, and some countries have so many people entering that they actually reach that number.
