What are my options of obtaining a vehicle title from California when I live in Iowa?

I purchased a motorcycle on Ebay in March. I have not received a title for the motorcycle. I have disputed through Ebay and Pay Pal and they have ruled in my favor and awarded my purchase price back. No one seems to be interested in the motorcycle. The sellers financier holds that the sell was fraudulent. The seller is not on the motorcycle loan. The bike is not stolen.

The bike financier has not received a payment since August of 2007. Has anyone ever negotiated a settlement with a financier?

Any suggestions will be appreciated.

Call the financier and tell them where the motorcycle is and to come get it.  I'm sure they'd rather have it then have nothing at all since it hasn't been paid on in a year.

That is exactly why you see the title before any money leaves your wallet or purse.

Contact the finance company, tell them you have it and see what they are willing to do if anything.  If they are not cooperative, look towards charging them storage for keeping their property safe for them.  Most states have laws on storage liens.  Look into that venue, perhaps you can get the bike if they don't pay your storage fees.
