I purchased some perfume from fragrancex.com on 10th August. They say it was despatched on this date but is has never arrived. I purchased via PayPal and opened a dispute but it closed before i could escalate it to a claim. I've asked for a refund but they keep fobbing me off by saying it must have got delayed in transit. They also say they can't track it because they used a cheap USPS service. But i paid £10 for delivery! Do i have any legal rights to force a refund? (it has now been 9 weeks) Thanks!
