What are my two male rats doing?

the larger one grooms the smaller one who then gets on his back while the larger one rides on top. I put a female in the cage to see what would happen and the female grooms the small male as well! The large male has no interest in the female.

Your larger rat is showing his dominance, and I am assuming that your female was not in heat if the males paid little attention to her.

The large buck is dominant. What you are describing is grooming behavior. Getting on top is an act of dominance, not an attempt at intercourse, and often the dominant rat will be the one doing the grooming. The two makes are bonded as pack mates - the female is an outsider, so it is natural for the buck to prefer the company of his pack mate.

Do not put the female back in or you could end up with an unwanted litter. Pregnancy can occur faster than you can shake a rat's tail at it and even people who purposely breed rats ahave reported that they never saw the act itself, yet the female ended up pregnant.
