Eightbraker's right.  The high quality balls of today are made out of phenolic resin, a type of thermoset plastic.  Cheaper plastics are probably used in lower quality balls.  Ivory was the original though.  The second link has some history regarding pool ball manufacturing.

Billiard balls have been made of many things. Long ago they were made of wood, later from kiln fired clay, then from ivory.

  Today billiard balls are made from a kind of plastic called Crllulose Nitrate.

Pool and billiard balls are made of phenolic resin. They have been made of several things over the years including ivory , cheaper plastics and even wood but modern day balls are mostly made of phenolic resin.
