From a guy's perspective:

At minimum, they'd expect a girl to facially and bodily be something on the order of a 6 out of 10. That means being considered pretty in a girl next door kinda way. They do have standards. There are plenty of Hooters girls who were high school cheerleaders and if they have homecoming queen/court looks, then they easily make the cut, as you might imagine. There are Hooters girls who are A cups but camouflage it well. Plenty of B cups too. Beyond the physical stuff, Hooters girls do have to work at the waitress-like duties and they have to know the menu. The advantages, as one girl told me, are that they can socialize with the customers and it's encouraged, within reason, by the company. They can also clown around with the other Hooters girls and the customers. It's a festive environment. On the downside, there will be some people who behave poorly on occasion. Some guys have no social skills and will leer and perhaps say things that are downright mean-spirited or ungentlemanly. On the plus side, you can make a new network of friends between the store employees and various customers. That network might help you find a post-college job or help you out with other things.
