I think of socially challenged people as being people without social skills.  These are the ones who can't be comfortable in various groups.  They can't carry on conversations with people from different backgrounds on different topics.  They don't listen well.  They interrupt people that are speaking.  They use crude or inappropriate language.  They never learned or cared about basic manners.  They don't dress appropriate to the occasion, etc.

This is a difficult question, because, sometimes a person is labeled "socially challenged" by judgemental egomaniacal "preppy" types.

For instance, is it fair to judge someone, and treat them like c**p right off the bat when you don't even know them, and then call that person "socially challenged" or "lacking in social skills."

Preppy, "MTV" types do it all the time.  Kids and college people similar to the ones you see on the real world and other r****d shows like that one do it all the time.  In that context, a "socially challenged" person is any individual who does not meet the arrogant pr*ck or b*tch seal of approval.  There are however, REAL socially challenged people.

Some people just don't know how to be nice, or considerate of others, no matter what.  Now those individuals you could call "socially challenged" with a degree of safety.  Honory, hot headed, and generally well, apathetic.  Even their own relatives, who may be nice people, have little patience for them.

Of course in those cases we are talking a serious psychological problem, and sometimes entire families can live that way and not know it.  Mom could be a sociopath, her kid a total brat, and her husband an apathetic individual.

Any what should be a temporary house guest in the house who is normal, all things considered, would not have a very good time living there.

Socially challenged; it could be in the context of an ****** MTV "real world" type person, you know, anyone who fits the bill for MTV "coolness," or, it could be someone with deep seated problems.

It really depends who you ask, ultimately.

dmaud56 is on a bit of a rant that implies some personal bias, but they do have a point.  "Socially challenged" is a relative term, and is not always fairly applied.

"Socially challenged"  would apply to someone who cannot or will not, for medical, personal, emotional, or mental reasons, interact with other people in a socially appropriate manner.  "Challenged" implies an actual impediment, but one that is possible to deal with.  

For example, a person that was sexually abused in their youth might find it difficult to date as an adult, and might jerk away suddenly from physical contact or may leave the room when a sexual comment is made.  They simply cannot behave in a more or less normal manner in an average social situation.  

It's not necessarily good or bad - it's a simply description of what is.
