    The application fee is CAD$550 and submit together with require document. The application form is called IMM 008. You need to take IELTS or TEF language test to proof your English level.

    Goes to university is not the cheapest way, because you have to pay for education fee, and living expenses. Apply directly as PR, or get a job with work permit is cheapest

  2. So you want to move to Canada while your friend is in school?  Then what?  Sorry, but you need a better reason than that for becomming a citizen of anywhere (even Turkey!!)  Maybe your friend would like a four-year break from someone whose idea of citizenship is so flippin' shallow.

I assume it's your friend who is going to university who wants to immigrate?  He can get a student visa to go to Canada and study but they would have to feel that he has enough ties with Turkey to go back there.  If they believe he wants to stay for good, he will not get a student visa.  If he wants to immigrate, he can try for a provincial nominee program.  If he qualifies for any of the jobs listed and gets a job offer, he can get a temporary work permit and through employer and province get a PR card within 1 year.  I think the temp work permit costs $150 but the PR costs about $1000
